Eligibility

Transfer Documents

Please review Section 2 of the PIHL Playing Rules prior to the determining/questioning of an eligibility situation and before completing/submitting any transfer documentation.

In accordance with PIHL Playing Rule 2.2, documentation shall be completed for each player (9th-12th grade) transferring into a new school represented by an association belonging to the PIHL. It is the responsibility of the Receiving Association to complete all areas requested, including all required signatures,and submit this form, along with accompanying documents, to the League Rules Interpreter, prior to the player participating for that association.

Upon receipt of all the above forms/information, the League Rules Interpreter will notify the association, within a reasonable period of time, as to if: (1) the player is eligible and may participate freely with the association; OR (2) the player is ineligible. Upon request by the Receiving Association, the denied eligibility may be sent through the appeal process, as stated in Playing Rule 2.14. The player shall be ineligible to participate in association games until a favorable decision is received through the appeal. This student may not participate in PIHL games until this transfer has been approved by the PIHL Rules Interpreter.

All transfer students should complete the Transfer Student Form.  Foreign students should instead complete the Foreign Student Form.  All areas, except signatures + dates, must be typed.  The form shall then be printed for all signatures to be obtained.  The form should then be scanned+emailed, faxed, or mailed to the Rules Interpreter.

Transfer Guidelines

A transfer is when a student changes schools, whether or not he/she played hockey last year does not matter. The student may have even played for your association last year and still be considered a transfer.

The Transfer Student Form requirement applies to 9-12 grade students. The original copy of the Transfer Student Form must be submitted to and approved by the Rules Interpreter before playing in a PIHL game.

The following examples are meant to provide some initial guidance in determining transfer status.  Please contact the PIHL Rules Interpreter for further clarification or specific guidance.


If a 9th-grade student (regardless of team level) went to a private/parochial school last year...
   ... and your association is a public school program
   ... then this is a transfer


If a 9th-grade student (regardless of team level) went to a private/parochial school last year...
   ... and you are the same private school with 8th graders and above
   ... then this is not a transfer


If a 9th-grade student (regardless of team level) went to a private/parochial school last year...
   ... and you are a private school that only begins with 9th grade
   ... then all 9th graders are transfers


If a 9th-grade student went to a public school last year...
   ... and your association is the same public school district
   ... and the student is simply moving from middle to high school
   ... then this is not a transfer


If a 9th-grade student went to a public school last year...
   ... and your association is a private/parochial program
   ... then this is a transfer


If the student did not go to the same school as the current year, this may be a transfer
   ... contact the Rules Interperter for clarification


A private/parochial school that is located within a public school district boundaries is not part of that public school district.

A student from that public school district changing to the private/parochial school is a transfer.


A student changing from a public school to a private school is considered a transfer student.


A student changing from a private school to a public school is considered transfer student.


A student change from one public school district to a different public school district, such as due to a family move, requires a Transfer Student Form to be submitted and approved prior to participating in PIHL games.


Other eligibility issues that need a written ruling before the student is eligible to play in PIHL games:
1. cyber school student (9-12 graders)
2. home school student (9-12)
3. vo-tech student (9-12)
4. magnet or charter student (9-12)

5. tuition paying student at a public school (all students, 6-12 graders)
6. foreign student (6-8 requires USAH only; 9-12 requires USAH and PIHL)
